Units Authorized by Number of Households
Another way of measuring the impact of the LIHTC program is to examine the
total number of units authorized in terms of household totals. Although tax credits
are apportioned to the states on a per capita basis, the aim of the
program is to put households into affordable housing. Therefore, using Census Bureau
household estimates for each year, we have identified the number of low income units
authorized through the LIHTC program per 1,000 households in each state. This
analysis is impacted by the number of units authorized in each state, but also by the
number of persons per household.
Note: Single-source 1999 household estimates were not made
available by the US Census Bureau. Also, the Census Bureau is no longer
publishing household estimates, but rather is publishing housing unit estimates,
which are not comparable. For 2007, we have used data from the American
Community Survey from the Census Bureau.
